·  Centralized and Streamlined Works of Related Divisions of the Government

        With its unique design and layout, the building helps integrate  divisions related to disaster management, allowing them to work  effectively as emergency headquarters.

        Toward further promotion of cooperative works, the building also secures a space for officials of related government agencies such as the Self-Defense Forces and police department, as well as for representatives from utility companies.

·  Emergency Relief Headquarters Control Room

                  The Room contains a large u-shaped desk, with which to facilitate meetings among the Executive Director of the Headquarters, namely Governor of Hyogo Prefecture, and other   designated members in the event of an emergency. There is also equipment for the Phoenix Disaster Management System, which would provide the latest information concerning the resultant and predictable damages. In case of a disaster, the Room would form the core of disaster relief activities to be carried out in Hyogo Prefecture.

·        Office of the Disaster Management Division

           Administrative Office of the Emergency Relief Headquarters is the  room usually used as an office of the Disaster Management Division. In an emergency, however, it could be used as the administrative office of the Emergency Relief Headquarters, since the room has a functional and flexible layout and special tables which can be combined together to

make a large discussion table.

·        Cooperative Organization Staff Room

           In the event of an emergency, this room offers a space for representatives from cooperative organizations, including the Self-Defense Forces and utility companies. These experts would  take part in, and present the latest information and advice at the Emergency Headquarters meetings.

·        Network Control Room

           This room is vital for disaster management, as it contains a variety of important communication devices, including servers of the Phoenix Disaster Management System and satellite communication networks. With a quake-resistant floor, the room protects these devices from being affected from tremors.
