The relief and rehabilitation projects in different sectors for setting up infrastructure should be carried out by proper planning & under strict supervision.
Area Development Authorities to appoint Experts on urban & rural infrastructure, town planning and structural engineering for formulating and implementing reconstruction plans of the four towns namely Bhuj, Anjar, Bhachau, Rapar & villages inside.
Gujarat State Disaster Management Authority (GSDMA) should efficiently co-ordinate the relief, rehabilitation and reconstruction operations by using crores of funds sanctioned by various institutions.
Initial relief requirement was carried out very efficiently & the same is expected henceforth so that the remaining amount is utilized appropriately. We also suggest that the whole reconstruction process should be carried out under the direct supervision of Honourable Chief Minister & his team.
Centre and State sponsored Development Schemes like – Jawahar Gram Samridhi Yojna, Watershed Development Programme, Integrated Wasteland Development Programme and The Gokul Gram Yojna, Sardar Patel Awas Yojana, Indira Awas Yojana should also be implemented efficiently & the maximum advantage to be taken & parted to the natives of Kutch.
Establish education-imparting institutes
Since Kutch is declared as Seismic Zone it is advisable to establish industry, which suit such condition.
However universities, disaster management institute and practical training institutes can be started, which will accelerate employment opportunities to greater extent.
Research & Development Centers, Scientific Lab Testing Centers, Atomic research Centers, Agriculture research & education centers, Military Training centers, etc… can also be set up.
Establish Science City & Infocity
Promotion of IT industry is most advisable.
This may include setting up of computer training institutes, Internet & mobile centers, entertainment and hardware & software companies.
Also provisions should be made to set up Science city for promoting scientific temper within the mass.
For this participation of multinational companies can be sought for.

Kutch can be easily developed as An International Tourist Spot due to its rich heritage & culture found in villages, various fairs & festivals held, pilgrim temples, handicrafts, forts, museums, ancient civilization – Dholavira, mouth licking cuisine, melodious music, traditional folk dances & still much more…
But the prior requisite is to develop infrastructure & other amenities expected by tourist from home & abroad. Also Internet media to be used for marketing the Captivating Land – Kutch.
All necessary concession for promoting tourism should be granted.

Culture
Sports, Art & Culture activities should also be promoted at International Level.
This
year, the state is celebrating birth
anniversary of Lord Mahavir where Kutch has maximum followers special provision should be given for
encouraging religious & cultural values. A provision has to be made
during the current year for the activities related to Art and Culture.

Benefits of co-operative farming & organic farming to be exploited to the fullest.
Techniques like drip / sprinkle irrigation to be used for avoiding wastage of water & growing of weeds.
Bio-technology, tissue-culture, genetic engineering, etc… can also be developed.
Crops requiring less water, dry climate, etc… should be encouraged.
Natural food is the requirement
of time, which can be supported & promoted by Panjrapoles in such
area.
We also suggest reviving closed dairies & also starting new one.
Panjrapole project can also be combined with boosting Dairy Industry.
Co-operative societies should be encouraged in this regards & milk products like milk powder, curd, mava, cheese, butter, ghee, sweets, ice cream, etc…
