The Cabinet meeting chaired by Chief Minister Shri Keshubhai
Patel today gave its formal approval to the ambitious resettlement
and reconstruction project for the devastating earthquake victims
who were rendered homeless.
The earthquake rocked on the Republic Day at 8.46
hrs of 6.9 Richter Scale had affected 7,904 villages and a number
of urban centres in the area of 700 km leaving behind a trial of
damages, destruction and loss of lives.
The Gujarat Government will undertake a massive resettlement
and reconstruction programme with the involvement of the voluntary
agencies.
The
State Government had constituted Earthquake Rehabilitation Task
Force for preparing a comprehensive rehabilitation project. On the
basis of this the government had organized a series of meetings
with the state Disaster Management Authority to finalise the Project.
Shri Keshubhai Patel
said that irrespective of the devastation caused by the earthquake,
the spirit of the people of Gujarat was high and this would help
the government to launch a reconstruction project on a massive scale.
Package 1:
Shri Patel said that 70
per cent houses had been collapsed in the affected villages.
Of the
total 256 villages where 70 per cent houses had collapsed, 172 villages
were in the Kutch district, 25 villages in Rajkot district, 19 villages
in Jamnagar district and 13 villages in Surendranagar district.
Out of
these, most of the villages had requested the State Government to
provide new places for resettlement.
The Chief
Minister said that the State Government would arrange for land it
the Gram Sabha of each village where the destruction of the houses
was more than 70 per cent made a formal demand.
The Chief
Minister said that as per the estimate of the Government, for a
resettlement of a new standard village having 200 families and 1000
population, the cost of the land would be Rs 30 lakh, the cost of
infrastructure facilities would be Rs. 70 lakh, the total construction
75000 sq.m x 2400 rupees per sq.m that is Rs. 180 lakh.
(b) Other
facilities and emergency requirement Rs. 20 lakh.
Total
amount Rs. 300 lakh.

For the above category
No. 3 and 4, of the total cost of the house, 10 percent will be
treated as loan which will be repaid in ten years after two years
of moratorium.
Any voluntary agency, industrial
house and any State Government
could participate in the village reconstruction programme.
Such organization will have to pay 50 per cent of the total cost
of the project and the State government will bear the remaining
cost of 50 per cent.
The Gujarat Government will welcome
if any voluntary agency, industrial houses, public enterprise
and any State government willing to bear the total cost of the project.
The Gujarat
Government desires that new houses should be constructed with such a technique
that they can withstand the onslaught of the natural calamities
and they should have modern amenities.
The Chief
Minister said that the Government would undertake the responsibility
of rehabilitation of those villages which were
not adopted by voluntary agencies.
Package
2:
The Gujarat
Government has prepared the yardstick of assistance of those villages
where less than 70 per cent houses were destroyed and the owners
of the houses want to construct houses at the original place.
Voluntary agencies can take up
the construction work speedily with the financial assistance of
the State Government in case where the owners of the houses want
their new houses constructed at the original places and can have
new houses before the monsoon.
The Gujarat Government
has declared the standard
of assistance in other villages and urban centres where destruction
had been caused by
the earthquake.

In such
cases, the affected families will be permitted to construct houses at the place of origin
and the State Government will provide necessary guidance for the
design, construction materials and construction, technique. The
Government will supervise the construction work.
Partially destroyed houses
The building
which developed a crack measuring inch will receive Rs. 3000 as
assistance for repair, the house which suffered 10 per cent damage will receive
an assistance of Rs 7000 , the house which suffered 25 per cent
damage will receive an assistance of Rs. 15,000 and the house which
is 50 per cent damages will receive an assistance of Rs. 30,000.
The estimates
of damages of the houses will be determined in the presence of technical
expert , voluntary agencies and leaders of villages. The repair
work will have to be undertaken as per the set standard so that
they could withstand natural calamities.
The State
Government will arrange a soft loan of Rs. One lakh at a lower interest
from banks, financial institutions and foreign institutions for
those who want to construct bigger and better house.
The State Government
has prepared a package for reconstruction with the help of voluntary
agencies and financial and technical assistance of the Government
in the villages and urban centres where the extent of damages to
the houses was less than 70 per cent.
Package
3:
The State
Government has prepared the package No. 3 for those areas which
were quite away from the epicenter and the impact of damages was
less to the houses.
Under the
package following standards of assistance have been prepared.

The survey of damages of such houses will be conducted in the
presence of technical expert, voluntary organization and representatives
of the people. The
standard of repair and construction will be based on damages.

4
Rehabilitation
standard in areas of municipality/municipal corporation barring
Bhuj , Anjar , Bhachau and Rapar cities where properties were damaged.
(a)
Frame structure
An assistance of Rs. 1.75 lakh in the built up areas of
500 sq.f at the rate of Rs. 350 per sq.ft
Load bearing structure:
Assistance of Rs. 1.40 lakh in built up area of 500 sq.ft at the
rate of Rs. 280 per sq.ft.
The above ( a and b) assistance will be paid to the owner
of the flat/house. Such compensation will be paid to the owner of
the unsafe house/flat which needed to be pulled down.
Besides, a soft loan of Rs. 3 lakh at lower interest will be
arranged by the State Government per flat/house in the municipal
corporation limit and area under urban development authority. For
other urban areas, lower interest loan of Rs. 1.25 lakh will specially
arranged by the State Government.
(c)
Assistance for the repair and strengthening of the multi
storeyed building will be arranged on the basis of assessment made by
the Ahmedabad Centre for environment and planning.

There will be complete government /semi government exemption
from water, drainage, electricity and scrutiny fees to owners
of completely destroyed houses/flats.
The policy decision of the Cabinet for the reconstruction of
the houses will provide necessary
guidelines to the Central Government, World Bank, ADB, Voluntary
organization and industrial houses to participate in the reconstruction
programme.
The State Government has appealed to the people to extend their
cooperation for expeditious completion of the reconstruction programme
meticulously.
The State Government hope that the comprehensive reconstruction
project will receive encouraging response from voluntary agencies,
financial institutions, banks and public sector enterprise.
