‘Redevelopment of Desert Area-Kutch’                

    The Recent Earthquake disaster has not spared even a single monument without damage and has completely ruined the lives of people. In view of this Panjokutch has proposed several schemes for the development of Kutch. We request all the foundations, donors, charitable organizations to consider the below mentioned factors for the development of Kutch and issue appropriate funds. 

 

SchemeI: Transparency in Rehabilitation

‘The Transparent & Effective Mechanism for Rehabilitation’

 

‘Panjokutch’ has earlier projected to Government of Gujarat, NRI and NGO’S to have a transparency in Rehabilitation so that more and more funds from the donor may be invited and the whole mechanism tends to be a corruption free work and achieving higher degree of satisfaction between the donor and the donee. Rehabilitation can be effectively executed with the co-operation of Mahajans, various NGO’S, and government with a modern and effective tool of Internet.

The villages are to be connected by bank plus Internet facilities worth 1075 dollars(Rs 50,000) and a small digital camera worth 645 dollars (Rs 30,000) and a operator appointed by Gram Panchayat or NGO’S may cover one or many villages depending on the volume of the work.

 

1)      The Duty of Government: The installation of the primary structure such as road, electricity, removing drainage, etc should be expediently carried out. The Government has to carry out survey in presence of NGO’S, sarpanch, Mahajans and possibly carry out digital photography. It should retain a sealed document with them and the rest copies with the villagers or individuals. Numerous effective models of earthquake proof houses may be approved and put on website by the government and the architecture fees should not increase 0.5 % of the cost of the construction. The onus of sanction lies with the government approved body and if there is no reply within fortnight then automatically the scheme of housing is accepted by the government. The resources for construction material may be made available at concessional rates.

A request is made to the Government of India and Government of Gujarat to publish the funds received from 26th January onwards and the expenses carried out so that an example of Transparency in Rehabilitation is established.

 

   2)      The village Mahajans/NGO’S: may adopt Schools, temples, library, colleges, dispensaries and cultural centers, etc and have corroboration with various agencies engaged in Rehabilitation process.

 

3)      The Donor: will be inspired to work for collection of resources or funds for Rehabilitation since he may be assured for effective use of each and every penny. The donor institution or individual may transfer funds by banks and assess the progress of the work on Internet from time to time. This whole process will be an example to canalize the funds for such disaster management. The funds are abundant. The right use of the funds at right time in the right hands is essential.

 

 The NRI /donor has following alternatives:     

A) Adopt the village /villages B) Adopt the individual/individuals C) Establish community centers D) To cater socio-psycho-cultural-educational needs or requirements of the villagers E) Sourcing of proper material at minimum cost. F) Help to set the disaster management awareness at various levels.

    4)The Donee: The donee has to keep on informing report of Rehabilitation progress to donor and has to open a bank account in the nearby area. Certain points were stated to the government of Gujarat for allocation of Area, Place, building of houses which is stated later in the project and the donee will co-operate maximum to the honorable government, Mahajans and  NGO’S to carry out work expediently.
