The Preface of the scheme I is as
follows: 1)
The survey
carried out by Government and NGO’S determines mainly the area of
the house, plot, the location, etc. 2)
The
beneficiary is entitled for a particular area decided by the
Government and NGO’S.at free of cost. 3)
The
beneficiary is entitled for the area, location & neighbours he had possessed
before the earthquake. 4)
The
soft loan will be provided for the area in existence before
earthquake means free allocation as stated in clause no 2. 5)
The
beneficiary will be entitled for the free area and the soft loan not
exceeding his earlier possession. 6)
The
development of the city or village roads of 18’ and 12’
respectively will be as per the town planning or village planning body
appointed by the Government. Narrow roads will
not be allowed, and if persists as per the existing layout,
narrow roads will be trimmed from the beneficiary land without any
compensation. 7)
All
this construction in cities or villages will be done taking into account disaster
management concepts i.e. No tall building if suggested. 8)
The extra
soft loan taken by the beneficiary will be under mortgage till
the reimbursement of the loan gets over. No stamp duty should be levied.
Adopting Transparency The proposed scheme for Rehabilitation has
following vital ingredients: 1)
The donee
has to open an account in nearby bank and all payment will be done by
cheque depending upon the progress of the construction. 2)
The
donor has selection of
particular donee or donee village etc., along with the consent of
Government. The full payment by the donor will be deposited in
the donee account subjected to use (The repartition of the amount may
be permitted in few cases or it may be diverted to some other donee) 3)
The payment
is divided into 5 stages of construction and the last stage may
cover their needs. 4)
The
computer installation will be
done with the consultation of Government, NGO’S, or may cover one or may
villages and preferably the same work may be given to educational
institute or the government body, in the village or nearby village. 5)
The scheme
is free from third party intervention and it links donor and
donee directly. 6)
The digital
photography will mobilize successive funds automatically since the
funds are already deposited by the donor in the bank. In case computerized
facility is not possible the NGO’S or available non-Government body
verdict will be honoured. 7)
The
name of the donee and the amount sanctioned from
time to time will be put on the village board, or notice board
placed at appropriate location as decided. |
