The amount required for settling the village is
hardly 30 million US dollars and 50 million US dollars for cities. 2)
The anticipation is done taking into account a
village of 500 members of 105 families. 3)
There are hardly 5 families engrossed in the
business while 100 families per village which are depending on farming and
other income. 4)
Families which are engrossed in business require an
average of 25000 US dollars (10 Lakhs) while the rest 100 families require
5000 US dollars (Rs 2,000) which totals to 25000 dollars + 5000 dollars=

Such villages are approximately 1000 in number so
the total expenditure for villages will be approx 1000x 30,000 US dollars=
30 millions US dollars(120 Crores) 5) There are 4 cities badly affected by quake comprising of 80 families per city which require an average 12500 US dollars (Rupees 5 lakhs) per family for resettlement. 6) There are hardly 15 families per city affected by quake and such cities are 5. Thus the total beneficiaries would be 75 to 80. 7)
Thus the total beneficiaries in Kutch will be 80x4=
320 plus 15x5=75. Totalling roughly 400 beneficiaries which require at an
average rate of Rupees 5 lakh. So the total requirement of the cities
would be 5 millions US dollars (20 Crores) 8)
Thus the total Resettlement expenditure for
villages and cities will be 35 millions US dollars.
During
the visit of NRI from USA we were told to formulate the scheme comprising
of 35 million dollars and immediately the scheme VIII has
come into play. The basic scheme aims at resettlement of business
communities and mobilize the life in the Kutch area. The
loan required in villages assumed to be approx 5000 dollars (2
lakhs) while in the cities loan required assumed to be 12500
dollars (5 Lakh) on an average to start the business.
It is envisaged that there are numerous businesses at the
footstep of Kutch such as Brick manufacturing, building construction
material, etc. The Kutchi community is a business community can enter into
any businesses with the reputation and this reputation can build up when
they have capital in their hands which aims at Resettlement scheme.
The soft loan which is proposed is
refundable and given under the umbrella of NGO and Panchayat
and it is having a holiday of interest for first five years, then
the gradual interest starts from 4% to 13 % within the duration of 15
years. This loan will have no guarantee whatsoever but have certainly
a moral binding. The cascading effect would be in manyfold multiple of 395
or more people. The
scheme will reset our brothers along with their families and
families of thousands of people who have always preferred to live with
reputation and will bring normalcy in the whole area. The
execution of scheme will be on recommendation of NGO’s and will be
put on notice board from time to time. The beneficiary will have to send a
computerized account to the donor and the same will be concised and put on
the notice board. The best performer may be inspired for awards or any
other such benefits. The earlier soft loan payer would be honoured . |
